Governor Kathy Hochul has unveiled a comprehensive initiative, the ‘Back to Basics’ plan, to boost reading proficiency in New York and address the critical need for foundational skills in students. This proposal, a component of her 2024 State of the State address, focuses on transitioning the state’s education system to evidence-based best practices.

In an effort to elevate reading instruction, Governor Hochul plans to introduce legislation that mandates the use of evidence-based best practices throughout all New York school districts. The proposed legislation will require the State Education Department (SED) to establish and disseminate instructional best practices in reading, emphasizing essential elements such as phonemic awareness, phonics, decoding, vocabulary, and comprehension. By September 2025, all school districts must certify alignment with these best practices.

To support this initiative, Governor Hochul announced a $10 million state investment to train 20,000 teachers in the “Science of Reading” instructional methods. This funding aims to equip educators with evidence-based standards, ensuring they are well-prepared to implement effective classroom reading strategies.

Recognizing the role teachers play in shaping the future of education, Governor Hochul also announced the expansion of the SUNY and CUNY Microcredential Program for Teachers. This program focused on the Science of Reading, will provide current and future educators seeking advanced education with enhanced tools and knowledge to support students better.

“Reading is the foundation of our education system, but New York State is currently not meeting basic reading proficiency levels,” Governor Hochul stated. “Our Back to Basics initiative will reset how schools approach reading, returning to scientifically proven techniques. Along with investments in teacher training programs, we are tackling this issue head-on to make sure our teachers and kids are set up for success.”

The ability to read by third grade is a critical indicator of a student’s future success. Governor Hochul’s Back to Basics plan acknowledges the cascading effects of not ensuring reading proficiency at an early age, impacting academic trajectories, future earning potential, and overall well-being.

In response to the announcement, New York State Education Commissioner Betty A. Rosa highlighted the importance of evidence-based literacy instruction: “Fostering literacy excellence and empowering young minds are paramount to nurturing the educational journey of our state’s youngest learners.”
